The North London Waste Authority's statutory duties

Current arrangements to discharge the authority’s statutory duties and functions

The authority’s statutory duties are:-

  1. Arranging the disposal of controlled waste collected by the seven constituent boroughs  

  2. The transport and disposal of household waste from constituent boroughs’ re-use and recycling centres  

  3. Storage and disposal of abandoned vehicles

 


1) Arranging the disposal of controlled waste collected by the seven constituent boroughs

The Authority arranges for the waste collected by the seven constituent boroughs to be disposed of under the ‘Main Waste Disposal’ contract with LondonWaste Ltd. The estimated waste total is 796,000 tonnes in 2005/06.

Edmonton Solid Waste Incineration Plant – Situated on the North Circular Road at Edmonton. Waste considered suitable for incineration is tipped into a number of bunkers, where it is fed by crane into hoppers leading into the furnaces. The five furnaces with their associated boilers produce superheated steam to drive turbines, which generate electricity. Some of the electricity generated is used in running the plant, but the vast majority (90%) is exported as green power.  This site together with the Bulky Waste Facility (see below) receives all of Enfield’s, Haringey’s, and Waltham Forest’s waste. A significant proportion of Hackney’s waste is accommodated together with small amounts from the other three constituent boroughs.

Bulky Waste Facility (BW) - Within the complex at Edmonton, this site mainly receives waste from the boroughs considered to be unsuitable for incineration. Waste is also sorted for recyclable materials. This is a road transfer station, where waste is loaded onto articulated lorries and sent to landfill sites in either Cambridgeshire or Bedfordshire. 

Compost Plant – also within the complex at Edmonton.  Opened in 2005 the plant takes around 30,000 tonnes annually of mixed green and kitchen waste.  The final product is used to improve soil conditions on agricultural land.

Hendon Rail Transfer Station – Situated near Brent Cross, the site receives all of Barnet's waste, a significant proportion of Camden's waste, and a small amount of Haringey's waste. Waste Recycling Group operate the site under a tri-party agreement with LondonWaste Ltd and the Authority; WRG use the facility to provide a waste disposal service to others too, including the West London Waste Authority. The waste is compacted into containers and transported, by rail, to a landfill site in Bedfordshire.

Hornsey Street Transfer Station Situated in Islington, near Holloway Road receives all of Islington’s waste and a significant proportion of Camden’s and Hackney’s. The waste is tipped into a number of bunkers and transported by road to the Edmonton Solid Waste Incineration Plant or to landfill sites in Cambridgeshire of Bedfordshire.

A number of smaller contracts exist for the disposal of specific waste streams, as shown below: -

Clinical WasteAll municipal clinical waste arising in the Authority area is directed to the specialist facility provided by LondonWaste Ltd's subsidiary, Polkacrest, at Edmonton.

Tyres – Boroughs are directed to ETD Ltd in Edmonton for the disposal of their tyres. Those tyres that are not suitable for reuse are sent to Elm Energy in Northampton, where they are incinerated in a waste to energy facility.

2) The transport and disposal of household waste from constituent boroughs’ reuse and recycling centres

Within the NLWA area the boroughs are responsible for providing residents with a place to dispose of their household waste and recyclables. These sites are operated either directly or under an agency basis by the boroughs. The Authority’s responsibility is for transporting and disposing of the waste from these sites.

In 2005/06  the Authority disposed of 36,617 tonnes of waste from civic amenity sites (also known as reuse and recycling centres). The Authority deals with CA waste under:-

i. Civic amenity transport and disposal contract

This contract deals with the disposal of the vast majority of waste from reuse and recycling centres within the Authority. The contract was awarded to LondonWaste Ltd in 2003 for a period of 5 years. The waste is transported and disposed from the following sites: -

  • Summers Lane (Barnet)
  • Regis Road (Camden)
  • Barrowell Green (Enfield)
  • Hornsey High Street (Haringey)
  • Park View Road (Haringey)
  • Hornsey Street (Islington)
  • Kings Road (Waltham Forest)
  • Leyton R & R (Waltham Forest)
  • South Access Rd (Waltham Forest)

The waste is transported in containers to the road transfer station at Edmonton. From there, the waste is loaded into articulated lorries and sent to landfill sites in either Cambridgeshire or Bedfordshire or sorted for incineration.

3) Storage and disposal of abandoned vehicles

The Authority has delegated these functions, under the Refuse Disposal (Amenity) Act 1978, together with the collection of monies, to the relevant constituent boroughs.
